Imagine three companies Alpha, Beta, and Zeta hear about a government plan to give a $1 Billion contract to the first company to build a rocket to get back to the moon in record time.  The government will also give them money for the project.  Alpha declines the money and Beta and Zeta take the money.  They all work hard to be the first to cross the finish line to build that rocket.  Alpha wins the race to build the rocket by 2 weeks.  Everyone declares that Alpha didn’t need government help and did it without government help.   The question is, did the government competition by giving money to others spur all of these 3 companies to work faster to get a resolution on building that rocket than if there was no offer of a contract or money?  Now pretend that the companies are Pfizer, Moderna, and Johnson & Johnson……
